Every 3 minutes around the world, there is a lightening strike.  That releases 2.5x10³̾⁰W of heat - as he produces five tonnes of helium gas.  As the 1.5km x 2cm partial steam plasma, set up at eight atmospheres collapsing at three, does nuclear fusion.

1 H₂O+P+TU→He+O+E²+X-ray so the precipitation of heavy rain or even snow showers, does nuclear fusion down to -50° C!  Releasing 1.2 MW/m our carbon neutral heat.

In an enclosed glass cylinder, A steam plasma does the twice as energetic plasma burn from regular water.

2 (H₂O+P+PL) enclosed→2(E²+L...X-ray) so a 50x1cm steam plasma at four atmospheres release a constant 2.4 MW of heat.  Which will in turn drive a steam turbine to freeze 1.2 MW of carbon neutral electricity.
